On 29 April 2015, the National Union of Notaries Public from Romania signed a memorandum of cooperation with the National Association for Consumer Protection and the Promotion of Programmes and Romanian Strategies (ANPCPPSR-InfoCons). The objectives of this memorandum were consultation, reciprocal support and the development of programmes and information and education campaigns for citizens as consumers. The Romanian notariat’s open day was thus part of a wider national campaign to inform and educate citizens on subjects of public interest.
The first open day type event was held on 9 May 2015 in the local and regional chambers, coordinated by the Romanian notariat. Given the success with the public, the Council of the National Union of Notaries Public from Romania decided to repeat this type of event every year in order to offer free legal consultations to citizens. The third edition was held on 25 October 2016 in the context of the European Day of Justice.
430 participants asked Romanian notaries for legal advice in 79 different localities (local and regional chambers, notarial offices, etc.). An online mechanism had also been set up for the occasion and 1200 questions from citizens were processed via this channel. The questions covered related mostly to notary services, succession and divorce procedures, the division of assets before a notary and the authentication of documents. Those present were enthusiastic and requested that the notariat repeat this type of operation in the future.
