On 1 July 2019, the General Council of Spanish Notaries (CGN) held a seminar in Madrid on the theme of access to justice for people with disabilities. This forum “Ensuring access to justice for people with disabilities. Identifying gaps in the training of legal professionals” is part of the JUST FOR ALL project, led by the ONCE Foundation and co-funded by the European Union (2014-2020). It was jointly organised by the UINL, the Institute of Human Rights of Carlos III University, the ONCE Foundation and the Thomson Reuters Aranzadi publishing house.

The project’s main aim is to improve access to justice for people with disabilities and to contribute to the effective implementation of the European Charter of Fundamental Rights and the United Nations Convention on the Rights of Persons with Disabilities, in the context of the European Union and the Universal Declaration of Human Rights.

The following specific objectives are pursued:
(1) Raising awareness among legal professionals of the needs of people with disabilities in the exercise of their effective right of access to justice.
(2) Training a group of European Union legal professionals on the rights of people with disabilities under the Charter and the Convention, in order to achieve recognition and effective implementation in their respective fields of activity.
(3) Contributing to the tangible improvement of access to justice for people with disabilities in the EU context.

During this seminar, Almudena Castro-Girona, President of the Human Rights Commission of the International Union of Notaries, presented the “Notarial Guide on Good Practice for People with Disabilities: the Notary, Support from Institutions and Public Authorities” developed by the UINL. The UINL works closely with the ONCE Foundation, with which it signed a cooperation agreement on 17 July 2018 in Madrid, to contribute to the effective and consistent implementation of the International Convention on the Rights of Persons with Disabilities.

The following were present: Miguel Ángel Cabra de Luna, Director of Partnerships, Social and International Relations of the ONCE Foundation and Sponsor of the Aequitas Foundation of the CGN; Rafael de Asís, Director of the Bartolomé de las Casas University Institute at Carlos III University in Madrid; Pablo Caruana, Head of Institutional Relations at Thomson Reuters Aranzadi; José Ángel Martínez Sanchiz, President of the CGN and host of the event; Almudena Castro-Girona, President of the UINL Human Rights Commission and Director of the Aequitas Foundation.
